The problem is a company called Blackwater USA.Research shows this private security company to be solely owned by one Erick Prince, a right wing, radical evangelical with political ties to this administration.

Let radical be the key word of the previous sentence.The company’s first high-cost contract was to guard Jerry Bremer for $21 million for 11 months while he was in Iraq.

Think back to March 31, 2004. Four Blackwater employees were ambushed, dragged from their vehicles, mutilated and burned.The event itself was horrific.

At the same time, it is said to have emboldened Muqtada al-Sadr. He immediately called for the first Shiite uprising, leading to the uprisings which continue to this day.

Blackwater employees are notorious for their Wild West attitudes.

Their families now want to be compensated for their loss.

Blackwater’s legal defense insists the United States government is responsible for compensation.

All this trouble from a private company.

If you live in Illinois, consider this a state of emergency. This company has a training facility in northern Illinois.

I implore you to immediately contact your elected officials. Insist the United States develop a strict database to monitor the cost and deployment of all private contractors in a war zone and elsewhere in the world.Blackwater seems to be a fitting name for this murky, disturbing, extreme company with an 1800s mindset for a mission statement.

"The men from Blackwater USA arrived in New Orleans right after Katrina hit.

The company known for its private security work guarding senior US diplomats in Iraq beat the federal government and most aid organizations to the scene in another devastated Gulf.

About 150 heavily armed Blackwater troops dressed in full battle gear spread out into the chaos of New Orleans. Officially, the company boasted of its forces "join[ing] the hurricane relief effort."

But its men on the ground told a different story. Some patrolled the streets in SUVs with tinted windows and the Blackwater logo splashed on the back; others sped around the French Quarter in an unmarked car with no license plates. They congregated on the corner of St. James and Bourbon in front of a bar called 711, where

Blackwater was establishing a makeshift headquarters. From the balcony above the bar, several Blackwater guys cleared out what had apparently been someone's apartment. They threw mattresses, clothes, shoes and other household items from the balcony to the street below. They draped an American flag from the balcony's railing.

More than a dozen troops from the 82nd Airborne Division stood in formation on the street watching the action. Armed men shuffled in and out of the building as a handful told stories of their past experiences in Iraq. "I worked the security detail of both Bremer and Negroponte," said one of the Blackwater guys, referring to the former head of the US occupation, L. Paul Bremer, and former US Ambassador to Iraq John Negroponte.

Another complained, while talking on his cell phone, that he was getting only $350 a day plus his per diem. "When they told me New Orleans, I said, 'What country is that in?'" he said.

He wore his company ID around his neck in a case with the phrase Operation Iraqi Freedom printed on it.

One might ask, given the enormous presence in New Orleans of National Guard, US Army, US Border Patrol, local police from around the country and practically every other government agency with badges, why private security companies are needed, particularly to guard federal projects. "It strikes me...that that may not be the best use of money," said Illinois Senator Barack Obama.

Blackwater's success in procuring federal contracts could well be explained by major-league contributions and family connections to the GOP.

According to election records, Blackwater's CEO and co-founder, billionaire Erik Prince, has given tens of thousands to Republicans, including more than $80,000 to the Republican National Committee the month before Bush's victory in 2000.

This past June, he gave $2,100 to Senator Rick Santorum's re-election campaign. He has also given to House majority leader Tom DeLay and a slew of other Republican candidates, including Bush/Cheney in 2004.

As a young man, Prince interned with President George H.W. Bush, though he complained at the time that he "saw a lot of things I didn't agree with--homosexual groups being invited in, the budget agreement, the Clean Air Act, those kind of bills.

I think the Administration has been indifferent to a lot of conservative concerns." Prince, a staunch right-wing Christian, comes from a powerful Michigan Republican family, and his father, Edgar, was a close friend of former Republican presidential candidate and anti choice leader Gary Bauer.

In 1988 the elder Prince helped Bauer start the Family Research Council. Erik Prince's sister, Betsy, once chaired the Michigan Republican Party and is married to Dick DeVos, whose father, billionaire Richard DeVos, is co-founder of the major Republican benefactor Amway.

Dick DeVos is also a big-time contributor to the Republican Party and will likely be the GOP candidate for Michigan governor in 2006.

Another Blackwater founder, president Gary Jackson, is also a major contributor to Republican campaigns.

After the killing of four Blackwater mercenaries in Falluja in March 2004, Erik Prince hired the Alexander Strategy Group, a PR firm with close ties to GOPers like DeLay. By mid-November the company was reporting 600 percent growth.

In February 2005 the company hired Ambassador Cofer Black, former coordinator for counterterrorism at the State Department and former director of the CIA's Counterterrorism Center, as vice chairman.

Just as the hurricane was hitting, Blackwater's parent company, the Prince Group, named Joseph Schmitz, who had just resigned as the Pentagon's Inspector General, as the group's chief operating officer and general counsel.

While juicing up the firm's political connections, Prince has been advocating greater use of private security in international operations, arguing at a symposium at the National Defense Industrial Association earlier this year that firms like his are more efficient than the military.

In May Blackwater's Jackson testified before Congress in an effort to gain lucrative Homeland Security contracts to train 2,000 new Border Patrol agents, saying Blackwater understands "the value to the government of one-stop shopping."

With President Bush using the Katrina disaster to try to repeal Posse Comitatus (the ban on using US troops in domestic law enforcement) and Blackwater and other security firms clearly initiating a push to install their paramilitaries on US soil, the war is coming home in yet another ominous way. As one Blackwater mercenary said, "This is a trend. You're going to see a lot more guys like us in these situations." ...You had better hope not...

Jeremy Scahill, author of "Blackwater: The Rise of the World's Most Powerful Missionary Army," spoke in San Diego May 1 and La Mesa May 2 on Blackwater U.S.A., the politically connected "security" firm supplying more than 120,000 personnel to the U.S. occupation of Iraq — including at least 40,000 mercenaries in combat operations — and its secretive radical-Right founder, Erik Prince.

He was brought to San Diego by opponents of the 824-acre training camp Blackwater wants to build in the quiet southeastern San Diego community of Potrero, and he discussed the company's Republican political connections, its involvement in Iraq and the Katrina response, and the failure of the U.S. mainstream media to cover these issues more critically. Beyond That Memo: Bush Wanted al-Jazeera Gone by Jeremy Scahill

On Nov. 22, Britain's Daily Mirror published a startling allegation: In an April 2004 White House meeting with British Prime Minister Tony Blair, President Bush proposed bombing the Arab TV network al-Jazeera's international headquarters in Qatar. The report was based on a memo stamped "Top Secret" that had been leaked by a Cabinet official in Blair's government.

Is the allegation "outlandish," as the White House claims? Or was it a deadly serious option? Until a news organization or British official defies the Official Secrets Act and publishes the five-page memo, we have no way of knowing. But what we do know is that at the time of Bush's White House meeting with Blair, the Bush administration was in the throes of a very public, high-level temper tantrum directed against al-Jazeera. The Bush-Blair summit took place on April 16, at the peak of the first U.S. siege of Fallujah, and al-Jazeera was there to witness the assault and the fierce resistance.

A day before Bush's meeting with Blair; Defense Secretary Donald Rumsfeld slammed al-Jazeera in distinctly undiplomatic terms:

REPORTER: "Can you definitively say that hundreds of women and children and innocent civilians have not been killed?"

RUMSFELD: "I can definitively say that what al-Jazeera is doing is vicious, inaccurate, and inexcusable."

REPORTER: "Do you have a civilian casualty count?"

RUMSFELD: "Of course not, we're not in the city. But you know what our forces do; they don't go around killing hundreds of civilians. That's just outrageous nonsense. It's disgraceful what that station is doing."

What al-Jazeera was doing in Fallujah is exactly what it was doing when the United States bombed its offices in Afghanistan in 2001 and when U.S. forces killed al-Jazeera's Baghdad correspondent, Tareq Ayoub, during the April 2003 occupation of Baghdad. Al-Jazeera was witnessing and reporting on events Washington did not want the world to see.

The Fallujah offensive was one of the bloodiest assaults of the U.S. occupation of Iraq. On April 5, 2004, U.S. forces laid siege to the city after the killing of four Blackwater mercenaries days earlier. When the U.S. forces, led by the First Marine Expeditionary Force, attempted to take Fallujah on April 7, they faced fierce guerrilla resistance. A U.S. helicopter attacked a mosque, hitting the minaret and killing at least a dozen people. Within a week, some 600 Iraqis were dead, many of them women and children. By April 9, some 30 Marines had been killed and Fallujah had become a symbol of resistance against the occupation.

What was more devastating than the direct resistance U.S. forces encountered in Fallujah was the effect the story of the local defense of the city and the U.S. killing of civilians was having on the broader Iraqi population. A handful of unembedded journalists, most prominently from al-Jazeera, were providing the world with independent, eyewitness accounts.

Al-Jazeera's camera crew was also uploading video of the devastation for the entire world, including Iraqis, to see. Inspired by the defense of Fallujah and outraged by the U.S. onslaught, smaller uprisings broke out across Iraq, as members of the Iraqi police and army abandoned their posts, some joining the resistance.

Faced with a public relations disaster, U.S. officials did what they do best–they attacked the messenger. On April 11, with the unembedded reporters exposing the reality of the siege of Fallujah, senior military spokesperson Mark Kimmitt declared, "The stations that are showing Americans intentionally killing women and children are not legitimate news sources. That is propaganda, and that is lies." A few days later, on April 15, Rumsfeld echoed those remarks, calling al-Jazeera "vicious."

It was the very next day, according to the Daily Mirror, that Bush told Blair of his plan. "He made clear he wanted to bomb al-Jazeera in Qatar and elsewhere," a source told the Mirror. "Blair replied that would cause a big problem. There's no doubt what Bush wanted to do – and no doubt Blair didn't want him to do it."

To date, there has been no credible rejection of the Mirror's report from the White House or 10 Downing Street. Instead, the British government has activated its Official Secrets Act, threatening news organizations that publish any portion of the five-page memo. Already, one British official has been accused of violating the act for allegedly passing it on to a Member of Parliament.

Former British Defense Minister Peter Kilfoyle has called on Blair's government to release the memo. "It's frightening to think that such a powerful man as Bush can propose such cavalier actions," he said. "I hope the prime minister insists this memo be published. It gives an insight into the mindset of those who were the architects of war."

The Bush administration clearly blamed al-Jazeera for undermining the first siege on Fallujah and fueling Iraqi public opinion and resistance against the U.S. occupation. Given Washington's record of attacking al-Jazeera both militarily and verbally, it is not outside the realm of possibility that the Bush administration could have simply decided that it was time to take the network out.

What is needed now is for a British newspaper or magazine to publish the memo for the entire world to see – and if they face legal action, they should be backed up by every major media organization in the world. If true, Bush's threat is a bold confirmation of what many journalists already believe: that the Bush administration views us all as enemy combatants.

The targets are all lined up, but county officials say there won't be any guns firing for a while at an East County shooting range touted as a training facility for the military and law enforcement.

The county issued an order Thursday stopping activity at the Covert Canyon Training Center off Japatul Road near Alpine.

County Supervisor Dianne Jacob said she asked county officials to issue the order because the owner, Marc Halcon, had not obtained the necessary permits to operate the training center.

“They're illegal uses and must be stopped,” she said.

Halcon, who owns American Shooting Center in Kearny Mesa, said he would abide by the order. Although he believes the range doesn't need a permit, Halcon submitted an application to the county yesterday.

Halcon paid $1.8 million for the 160-acre property two years ago, with plans to develop a training center for law enforcement and the military. The land is surrounded by the Cleveland National Forest, and can be reached only by driving up a winding, bumpy, dirt road.

Halcon set up targets and built three outdoor shooting ranges, using an 850-yard dirt runway to create one of the ranges for high-powered military rifles. Halcon said he got contracts with five local agencies to train there, although he won't say which ones.

The county Sheriff's Department and the San Diego Police Department say they have not trained at Covert Canyon.

As the Iraq war continues, training people to serve as private military has become profitable for several companies, but Halcon insists Covert Canyon is not a training ground for civilians.

Blackwater's plans

Halcon said no one was troubled by Covert Canyon until recently, when a public furor arose about Blackwater USA's plans to build a training center about 20 miles away in Potrero. Opponents say they don't want the North Carolina-based military contractor in the tiny community, and fear the noise and traffic the center will bring. AND THAT’S NOT ALL FOLKS!

Halcon is convinced Blackwater is behind a spate of e-mails and Internet discussions drawing attention to his facility.

“It's a well-orchestrated effort to divert attention from the Blackwater-Potrero issue,” Halcon said.

Halcon said he has had a subcontract with Blackwater since 2002 to train military personnel at his Kearny Mesa shooting center, though he said none of that training took place at Covert Canyon. He would not say how much he is being paid for the contract, which is due to end in September.

Halcon now views Blackwater as a competitor, and said he has no connection with the company other than the subcontract. He said he was upset to learn this week that Blackwater listed him as an agent of the company when they filed for incorporation in California in 2003.

Halcon said he did not agree to the listing. His name was removed as an agent last month.

He also claimed that a Blackwater official visited his property soon after he bought it and offered to buy it for the company's training center.

Blackwater spokeswoman Anne Tyrrell said Halcon was listed because he is a subcontractor for the company to train Navy personnel. An agent is listed only to accept service of certified letters or lawsuits for an out-of-state company, she said.

“It was a minor administrative role,” she said. “He does not represent us, and he never did represent us.”

Tyrrell denied that Blackwater had any role in exposing Halcon's training center. She said a Blackwater official visited Halcon's site but made no purchase offer.

Permit dispute

Halcon, a lifelong San Diego County resident, said his training center is far different from what Blackwater is proposing. Blackwater's plans include construction of a dormitory, armory and a driving track, but Halcon said he isn't planning to build any structures. Students at Blackwater West would stay a week at a time, but Halcon said his clients don't spend the night.

Halcon said he thought he didn't need a county permit because he isn't planning to construct any buildings.

But Glenn Russell, chief of regulatory planning at the county Department of Planning and Land Use, said Halcon was told months ago he needs a major use permit to operate the shooting range. It takes one to two years to obtain the permit, depending on the level of environmental review required, Russell said.

Supervisor Jacob said she wasn't aware of Covert Canyon until she got an e-mail from a constituent about a week ago. She said she asked county planning officials to investigate and learned Halcon hadn't obtained a permit.

Jacob said Halcon may have a hard time getting approval for the shooting range because much of the property is covered by the Williamson Act, a state provision that restricts property use even more than county zoning laws.

Halcon lives on the property, which is filled with oak trees and massive boulders. His only immediate neighbors are Clark and Robin Williams, who live farther up the dirt road a few hundred yards from Halcon's house.

Clark Williams said the gunfire noise from the range is “a major nuisance,” but said he didn't want to complain to county officials because he was cited for having a junkyard near his house.

Williams said the noise has increased in the past few months. “It's gone from minimal to significant,” he said.

Halcon said he's had clients at the range on fewer than 23 days since it opened. Halcon said he has a dispute with Williams because he claims that Williams' house is on his property, although Williams said his unrecorded surveys show his house is on his property.

Halcon said he still hopes to reopen Covert Canyon after obtaining whatever permits are needed.
